A buddy of mine whom once worked in military intel. Industry told me that agent provokers or "Smokers" as he called them. Will go as far as to call into radio shows that they are aware of their victim or spied upon subject frequently listens too in order to screw with the subjects head. She said that this is a tactic used in long term surveillance and that the "smokers" attempt to initiate a panic in the given subjects life by way of mentioning something that directly coincides with the listeners personal life over the airwaves in a mundane way or subtle manner. This in turn contributes to the overall objective which is to destroy the given subject with constant harassment in small but noticeable increments. Hearing this totally creeped me out. Sounded a awful lot like the tactics described by those who claim to be victims of ELF which I don't believe at all. Still pretty messed up psycho-weirdness.
