Listen each week to the great stories of the history of the paranormal field in the 20th and 21st centuries.

This Week's Episode: IGene and Chris present Larry Holcombe, long time student of the UFO mystery, author of "Presidents and UFOs: A Secret History from FDR to Obama." Just what do they know about the UFO mystery? Are they read in to the truth, or, as temporary residents of government service, not considered to have a "need to know"? Larry's book features a forward by Stanton T. Friedman. You'll be especially interested in these comments from Larry's blog, "I continue to believe that Roswell, and the bungling of crash retrieval events, was the defining moment in the development of the United States policy towards the UFO issue. My writing and speaking efforts now center on bringing light to bear on media indifference to the UFO issue, and the continued United States denial and cover-up of UFO issues while other countries around the world open their files and acknowledge the existence of UFO’s."

Are Presidents Being Read In?
By Gene Steinberg

Let’s make some assumptions. First, that UFOs are real and very probably extraterrestrial. Second, that the U.S. government recognizes this fact. Third, that there are one or more agencies within the government, perhaps with the cooperation of private industry, charged with investigating the phenomenon and dealing with the reality of its presence.

You may have other viewpoints, of course. I’m not fully convinced of all three, but I can see where it all sounds reasonable. So let’s go from there.

But what about the executive and legislative branches of the government? Are they aware of what’s going on? Can a member of Congress or the Senate call upon MJ-12 or the UFO Cabal and request a secret meeting? Would such an agency even admit to a politician that they exist? How would someone get in touch with them if they’re not on speed dial?

But what about the President? What does he know? All right, I realize the next occupant of the Oval Office might be a woman, but the suggestions are the same obviously.

The point is this: When a President takes the oath of office and meets with the national security team for the first time, is he being read in on UFOs? Is he being told that we are being visited by aliens from another star system, and that this information is considered of the highest security? More important, he would be told that this is a matter of national security, that the secret be kept at all costs.

Over the years, presidents have been asked about UFOs, and they don’t stray from the government line. However, President Carter did report seeing a UFO in 1969, but never followed through on his promise to look into the matter after taking office. Perhaps there’s a conspiratorial explanation, but it’s also true that politicians aren’t normally expected to follow through on many of their promises. It’s just talk!

Still you wonder just what they are told behind closed doors? Is a revelation about a possible UFO secret presented on a need-to-know basis? What about presidents who micromanage every element of making and implementing policy decisions? Do they insist on more information to go by if they choose not to delegate? If that’s the case, you might expect that Nixon would have asked questions, whereas Reagan would have allowed his staff to do the heavy lifting.

But what about Reagan’s infamous statement about war in space, or was that all about his Star Wars scheme, officially known as Strategic Defense Initiative (SDI), which involved firing missiles from space? The sci-fi implications made it understandably controversial at the time.

Then there’s Reagan’s famous sci-fi themed speech before the U.N. in 1987, where he said: “Perhaps we need some outside universal threat to make us recognize this common bound. I occasionally think about how quickly our differences worldwide would vanish, if we were facing an alien threat from outside this world. And yet, I ask you, is not an alien force already among us?”

No, he wasn’t talking about undocumented immigrants, the terrestrial kind.

Remember, too, that Reagan reportedly had two UFO sightings years before he was elected to the highest office in the land, so maybe those experiences somehow influenced his thinking. Or perhaps that paragraph was strictly hypothetical, a way to put our petty differences in a realistic light. That makes sense. It would seem mighty curious to assume that he intended to present a serious revelation about a pending alien invasion.

Other than those in charge in the early days of the modern UFO era, such as Truman and Eisenhower, the question of whether a president took a serious interest in UFOs remains a matter of speculation. Yes, John Podesta, once Clinton’s White House Chief of Staff, has a known interest in the subject. It’s also true that Podesta is presently serving as a Counselor to the President in the Obama administration, but that doesn’t mean either President has any special knowledge or ongoing interest in UFOs.

Yet I wonder whether a chief executive is ever meant to be treated to secret information about UFOs, assuming there’s valid information to present. It may well be that it’s all on a “need to know basis,” that the President is regarded as just another politician who is a temporary occupant of his office. Once his term or terms are complete, he’ll retire to private life, or go off to earn a fortune writing books and giving lectures. Wouldn’t there be a danger that he might some day decide to reveal the supposed truth about UFOs to ensure his legacy?

Or would he know when to leave well enough alone?

But what if the President decided that he had to tell the truth about UFOs? Would he face the consequences by the keepers of the secret?

What if Kennedy wanted to reveal that secret? Would that explain a certain terrible tragedy in Dallas in 1963? What about Nixon, poised to become one of the most popular presidents in history, being taken down by a certain “third-rate burglary”?

I realize I’m a little too conspiratorial here. It would be just as silly to suggest that Clinton became a little too interested in UFO, thus inviting the Cabal to exploit his predilection for so-called “skirt chasing.” But wouldn’t that serve as a proper warning for him to just shut up?

Understand that I am not seriously suggesting that the Kennedy assassination, the Watergate scandal, and Clinton’s impeachment were all due to expressing too serious an interest in UFOs and plans to disclose the secret. The very prospect is surely absurd, and I have no evidence to offer that any of it is true.

Yet one might think that the Cabal, if it exists, would take a carrot and stick approach in an Oval Office meeting with a President who demands to know the truth about UFOs. Would one of the members pointedly ask, “Do you remember what happened to Kennedy?” with a grim smile on their lips, and leave it at that?

In any case, it’s fun to speculate about what government leaders may or may not know about UFOs. That’s why we invited author Larry Holcombe to preview his forthcoming book, “The Presidents and UFOs: A Secret History from FDR to Obama,” on this weekend’s episode. And no, Holcombe doesn’t express any such suggestions about the possible consequences of revealing the secret.

Reagan's 1987 speech to the UN seems less sensational when you read a slightly longer quote:

"In our obsession with antagonisms of the moment, we often forget how much unites all the members of humanity. Perhaps we need some outside, universal threat to make us recognize this common bond. I occasionally think how quickly our differences worldwide would vanish if we were facing an alien threat from outside this world. And yet, I ask you, is not an alien force already among us? What could be more alien to the universal aspirations of our peoples than war and the threat of war?"

This is often the problem - excerpts without context drives much of paranormal's speculative lore, unsubstantiated quotes like, "we have the ability to take E.T. home" etc. and other bits and pieces get turned into new conspiratorial angles; before you know it some ideas get ensconced into history. It's no different than the creation of Slender Man, saying there's a UFO in the approaching comet, or that this girl's possessed and we need to burn the witch: it's all the same meme - humans inventing speculative fiction.

With the UFO piece, given that no one here on earth knows anything at all about what the are, there is little for presidents to find out, confirm or share in the first place. We are clueless before the technological awe and senseless appearances of the almighty UFO. We still think we are subject, and they are object which is why we need to get a hold of a different paradigm. All our speculations about disclosure is a waste of time. If anything we are the object in this scenario and we can't even begin to perceive what the subject is up to.

But you make my point. He was talking about us, not them, but it is still a curious choice of words.

And remember, too, my introduction to the piece, that I made three assumptions to further the argument despite the fact that I do not necessarily agree with them. It's fun to speculate about possibilities, but assuming the government knows a damn thing about UFOs beyond a bunch of sightings with a small level of noise (the unknowns), and has something to disclose, is a huge stretch.

Still…

As to taking stuff out of context, don't get me started about some of the foolishness in the political world.

The point I'm making is that it's a misquote. He actually never said that; a joke about getting a contract from the air force to take ET home in his many speeches has been turned into something else that has fueled conspiracies over the years regarding our technological capacity and the same goes for a lot of what people think is true about aliens on earth - misquotes, extravagances and Paul Hellyer. We make up stories about them & ourselves and this turns into conspiracist thinking.

Maybe I'm taking a big leap here but right up to the end Reagan was interjecting old school Hollywood concepts from his era into his thoughts, and in his acting heyday there were a number of movies about man versus yet another introduced threat (be they green aliens or red commies or even ourselves, the ID monster from Forbidden Planet ) Global Warming was still waiting in the wings.

here's something to consider, although most you have probably given this some thought.

UFO film from 1951 inspired Reagan ‘s U.N. speech about alien invasion | HULIQ

"...
Times points to "The Day the Earth Stood Still" as inspiring Reagan to discuss alien invasion

The report noted that both Lou Cannon and Army Gen. Colin Powell told the New York Times that the film “The Day the Earth Stood Still” inspired President Regan to not only discuss “alien invasion” with Gorbachev, but also moved the president – during a 1987 speech to the United Nations general assembly – to say: "I occasionally think how quickly our differences worldwide would vanish if we were facing an alien threat from outside this world.”

The New York Times story about Reagan’s interest in the movie “The Day the Earth Stood Still” – and “how it inspired him to address the issue of alien invasion” – was revealed by Powell who served on Reagan’s national security staff, and by Cannon who served as Reagan’s biographer; writing five books about Reagan, including the acclaimed “President Reagan: the Role of a Lifetime.”

A key point in the film is when the alien visitor talks freely about the Earthlings he’s encountered (in 1951) and states: “Even with their advanced technology, they cannot truly overcome death..."

Not a misquote. Just missing context. But in context it even makes less sense.
I think Blue Blurry Lines has done the definitive discussion on the ET quote and it appears to be a total misquote that has since been extrapolated and taken as verbatim. Sentry's discussion on where this original line comes from is much different than what I've heard reported on The Paracast. I have to say I trust his pain staking research over the claimant's just because of the due diligence in his reporting of the frequency of Ben Rich's speech jokes about the contract to take ET home and his penchant for jokes and aggrandizement in his speeches.

In fact here's a secondary source confirming the evolution of the joke and Harzan's inaccuracy: it's under the section called birth of the modern myth that focuses on this line and Ben Rich - pages 18-19...I believe:

Thanks for highlighting this. An interesting and well written piece.

Sadly no links to primary sources but if one was to take it at face value, which seems reasonable to do, it would put to bed an oft repeated line frequently used to prop up all sorts of exotic theories.

Let's remember, too, that my article was not primarily about what Reagan said and what he meant. The full quote is somewhat incoherent since it makes a point and then tries to rationalize it in a more mundane fashion.

It was a piece of speculation about what a president might know about UFOs, or not know.
