Part Two: The San Luis Valley Camera & Instrumented Surveillance Project

In the last 60 years, considerable video and photographic evidence of the existence of extremely high performance anomalous objects in our skies and in low earth orbit has been amassed. However, the existence of such evidence has not been sufficient to convince the scientific community at-large that the UFO phenomenon is worthy of serious scientific study. As we have seen in Part One of this article, there are efforts underway to change this entrenched mindset.

As with Hessdalen and UFOTOG, the San Luis Valley Camera Project (SLVCP) — when fully operational — will have the capability to acquire varied scientific evidence demonstrating the existence and performance capabilities of anomalous aerial objects/craft. After factoring out mundane, prosaic phenomena, this data should compel the scientific community to finally acknowledge the reality of the UFO phenomenon and capitalize on the data.

The SLVCP was conceived by Wayne Hollenbeck, who has over 30 years experience as an attorney and contracts manager in the Aerospace industry, and still maintains key contacts in Government and industrial scientific and engineering circles, and Christopher O’Brien, who lived in and investigated the SLV for over a decade. The project has, to date, received funding from former MUFON OC (Orange County) board member, George Meadows, and a small grant from MUFON OC. Originally Wayne wanted to install the system up at Trout Lake, Washington — near Mt. Adams — but area UFO contact “guru” James Gilliland proved to be completely uncooperative. Wayne then contacted me in 2008 and I suggested we focus our efforts on the San Luis Valley, “The Mysterious Valley,” in south-central Colorado. After a brief beta testing phase and problems with solving Internet bandwidth issues, the team is ready for Phase Two.

The team is deploying three Sony HD RX 570N 36x optical zoom cameras, a recording gravimeter and magnetometer, an active radar unit (on a slaved platform), an amplified EMF meter/detector, a VLF/ULF recording array of PZM microphones, and eventually a complete, duplicated three-camera FLIR set-up for nighttime detection. In addition, the base station location will be equipped with “Flight Aware” software to ID any conventional flight activity in the region. These initial cameras will have advanced, customized detect-on-motion/motion tracking and recording software (currently being beta tested). When an event is detected, the three-camera array and telescope will receive triangulation commands from an all-sky camera and computer a base station location near Alamosa, CO.

The San Luis Valley (SLV) was chosen because it is arguably America’s number one UFO hot spot. Prior to my investigative work there from 1990 to the present, the SLV region featured five out of the top ten US counties for per capita UFO sightings at 10,000 population (Computer UFO Network’s 1990 County-by-County UFO sighting statistics). These CUFON figures have dramatically increased in the SLV over the past 25 years.

The initial three-camera (plus base station camera) set-up will be located in the SLV counties with the most reports: Saguache County (#1 at 283.6 sightings per 10K population), Alamosa County (#3 at 53.6 per 10K population), Costilla County (#8 at 37.6 sightings per 10K), and Rio Grande County (12 sightings per 10K). Throughout the mid-to-late 1990s, the SLV experienced flap levels of UFO activity in these five counties, and after a brief lull in reports, anomalous activity in the SLV has increased in recent months.

Another groundbreaking feature with the proposed SLV set-up will be a dedicated cable television channel that will feature a 24/7 revolving four-camera view that can be monitored by over 10,000 cable TV customers in Alamosa, CO, Monte Vista, CO, the SLV’s two largest towns, and by a worldwide audience on the Internet. This potential viewership of interested local amateur skywatchers dramatically increases the potential for additional private video footage that can be obtained during sighting events.

The dedicated channel will also feature a small map of the coverage area that will indicate the exact location of a triggered sighting event, thus enabling viewers to go out to observe and make videos in the area were the event is occurring in real-time. This community approach is unprecedented and has immeasurable potential for gaining additional visual and anecdotal documentation of all sighting events. Amigo.net owner Ken Swineheart graciously committed to a no-cost scenario involving phase one camera locations in 2010-2011 and a dedicated channel.

To summarize: We are proposing a phased camera and other instrument deployment program based upon a system “design to cost (or budget)” approach. Additional funding beyond the MUFON OC levels will permit additional cameras and other equipment to be installed and maintained in not only the San Luis Valley, but possibly at one or more additional locations. We anticipate a well-received crowd-funding effort this summer to finalize start-up and operating capital for completion of Phase One. Details about this effort will be posted in the near future.

In short, this proposed detection array is designed to acquire a significant amount of verifiable information that will be subjected to rigorous scientific and engineering review. Public interest in the project will be stimulated by their access to streaming video from the camera sites from a dedicated website. The streaming video will also be recorded for later review and, if unusual activity is detected, extensive scientific review and analysis may be made in conjunction with readings from other instruments recording data for the same time period.

If the expanded program proves to be successful, as we expect it to be, we recommend that many other UFO hotspots throughout the world be considered for monitoring using this approach. Such a decision would, of course, be a team decision based upon funding availability.

In his book, “Profiles of the Future,” Arthur C. Clarke remarked that history has indicated that the period of voyaging to new worlds in the Middle Ages sparked the Renaissance. These three groundbreaking scientific efforts may well jump-start the scientific community to finally, once and for all, tackle the UFO mystery and use the knowledge gained to help humanity reach for the stars – the final frontier!

I'm stoked about this project Chris! This is the kind of work the field is screaming for. I know I'm jumping the gun big time but have you guys figured out how you'll share this data and to whom for analysis? Basically, when can Heidi see what you see:D?
