Passage in NASA's funding Law, that gives the Pentagon veto power over discovered intelligent aliens and their spaceships and artificial structures

Hello.

I am looking for the exact passage that allows the Pentagon to forbid NASA to publish information about intelligent aliens and their technology in our solar system.
Which passage/sentences gives the Pentagon this veto right not to publish videos and photos of spacecrafts, artificial structrures etc., because of "national security"?
Or to interrupt livestreams from the ISS.

English is not my native language, please help me.
I have an aggressive pseudosceptics crackpot on twitter.
And in general I want to save these passages for such people in the future.
