Fear factor: local area stars

Why wasn't a space telescope designed to observe local area stars instead of focusing on a specific area of space where no stars closer to 20 light years could be observed ?

Mapping out the planets around Barnard's star, Centauri or Reticuli systems should have been a no-brainer with Kepler technology. I guess detecting a potential life-bearing planet too close to home could be kind of scary when you're not ready ;)
