Not sure I understand. Are you saying that what he reported about the ufo's behavior was new? Triangle shaped objects were reported before 1980. Cops chased one in my area in the 70s. Was dealt with by Alan Handalman on the radio even. Slowly moving ufos have been around before 80 too.
