From the video, it's obvious, to me, that they've seen an object of interest before the video has started. They then pull off to the side of the road and start to try to search for and locate the object with their video camera.
Admitted hoax by a very questionable hoaxer who conveniently refuses to provide details on how he hoaxed it. As for Brazil, instead of guessing what's on the video, why not take a look first, then comment on it?
To me, he does not sound like someone grinding an axe with his arguments. But, I take your spin on it.
I also note that you are implicitly separating the Jerusalem, Utah, and now, Brazil videos. I think that is a mistake. There are common elements.

I believe James stated during the show that "that there is no evidence whatsoever that E.T. came to visit the planet earth in any of his cases during his tenure". I think it's important to distinguish that from him saying that there is no evidence whatsoever for E.T. in any case he has seen.
