This Week's Episode (April 20, 2025): Gene and cohost Tim Swartz introduce Joseph Foster. He will speak about his experiences including events at sea, other events involving UFOs and their impact on nuclear weapons and operations. Foster will discuss several of these major “events” that captured his attention and interests. He has had more than 11 such related life experiences he feels have had a profound and significant impact on his life. Foster’s personal journey to gaining an understanding of these events has inspired his continuing research leading to developing a number of presentations of these phenomena. He grew up in East Hampton, Long Island, New York and in central New Jersey and enlisted in in the US Coast Guard in February of 1969 and served through February of 1973. While on active duty, he served as a Navigator and Signalman “Quartermaster.” He also participated in two Ocean Station Victor patrols, the first during the Apollo 11 mission. After that he deployed on duty in the Republic of Vietnam serving as part of “Operation Market Time” (interdiction, gunfire support with participation) during the Cambodian incursion and mutiny on the US Naval chartered, Columbia Eagle. In addition, Foster is a retired Information Technology, Electronics, and Communications Project/Program Manager. Underwater Encounters – The Mystery of USOs

Forget UFOs, a former U.S. Navy officer warns. The real threat to international maritime security is "unidentified submarines."
In March 2024, retired U.S. Rear Admiral and oceanographer Tim Gallaudet authored a white paper for the Sol Foundation, a think tank, in which he emphasized that unidentified submersible objects (USOs) require urgent attention. Gallaudet's paper, Beneath the Surface: We May Learn More about UAP by Looking in the Ocean, states:
“Research and attention regarding Unidentified Aerial Phenomena are almost entirely focused on their aerial occurrences. Yet instances of UAP at sea — whether under the surface or traveling 'transmedium' between the atmosphere and the ocean — are also known to occur.”
As an example of a transmedium UFO, Gallaudet cites a remarkable 2013 video taken over Aguadilla, Puerto Rico. A U.S. Customs and Border Protection DHC-8 aircraft captured a strange object flying over the city using its thermal imaging system.
A detailed analysis by the Scientific Coalition for UAP Studies (SCU) revealed several unexplainable aspects of the object. It was initially detected moving at a low altitude over a runway at Rafael Hernández Airport, delaying the departure of a commercial flight due to its presence.
In the video, the object appears to travel at speeds between 40 and 120 miles per hour, enter and exit the Atlantic Ocean without deceleration, reach an underwater velocity of 95 miles per hour, and even split into two parts before re-entering the water. The SCU concluded that no known aircraft, naval vessel, projectile, or human-made technology exhibits these capabilities.
UFO researcher Sean Casteel once recalled the late Stanton Friedman saying,
“There have been a number of reports over the years of objects that do several things. Navy submarines have apparently seen things moving along much faster than they can underwater, without going in or coming out. Others have seen UFOs come down in the water and move around and then take off from the water. And there have been reports of things that just come bursting forth out of the water.”
Claims of such Unidentified Submerged Objects (USOs) have intrigued researchers for decades. Based on eyewitness reports, some objects seem to traverse the boundary between air and water, traveling at hundreds of miles per hour.
In 1998, U.S. Navy Chief Petty Officer Charles Howard described a striking underwater anomaly witnessed by his ship’s crew.
“My ship was visiting Guantanamo Bay, Cuba, when I saw three strange, big white lights in the water,” he said on the History Channel’s UFO Files. The lights were “10 or 20 feet on each side with a rounded shape,” according to his written account.
Centuries of Sightings
Current media reports treat USO sightings as a modern phenomenon. However, for centuries sailors and explorers have reported strange lights, erratic movements, and unexplained phenomena beneath the waves. Though often dismissed as myth or exaggeration, historical records form a foundation for modern USO exploration.
In his 1970 book Invisible Residents, Ivan T. Sanderson recounts a remarkable occurrence from 1067 CE, chronicled in Geoffrey Gaimer’s Lestoire des Englis:
"In this year people saw a fire that flamed and burned fiercely in the sky. It came near the earth and for a little time brilliantly lit it up. Afterwards, it revolved, ascended on high, and then descended into the sea. In several places it burned woods and plains, and in the County of Northumberland this fire showed itself in two seasons of the year."
Sanderson also references a report originally published in the Journal of the National Investigations Committee on Aerial Phenomena (NICAP). The entry, from The Diary of Andrew Boxam, published in 1925 by the Bernice P. Bishop Museum of Honolulu, reads:
"About half past 3 o’clock this morning, 12th of August, 1825, the middle watch on deck was astonished to find everything around them suddenly illuminated. Turning their eyes to the eastward, they beheld a large, round, luminous body rising about seven degrees from the water to the clouds, then falling again out of sight, and a second time rising and falling. It was the color of a red-hot cannon shot and appeared about the size of the sun. It gave so great a light that a pin might be picked up on deck."
Renewed Interest in USOs
Beginning in December 2024, New Jersey residents began reporting large “drones” flying over their communities. Some witnesses claimed the drones were emerging from the water off the coast before flying inland.
In response, Rep. Tim Burchett (R-Tenn.), to be sure a controversial legislator, told reporters he believes aliens may have underwater bases on Earth.
“I think there’s a cover-up,” Burchett said.
In the summer of 2023, following hearings in which whistleblowers alleged the government had concealed information about ultra-advanced craft of extraterrestrial or foreign origin, Burchett called on the intelligence community’s inspector general to investigate further.
“When they tell me something’s moving at hundreds of miles an hour underwater...and this one was as large as a football field underwater. And this was a documented case, and I have an admiral telling me this stuff,” he said.
Theories and Possibilities
While USOs remain unexplained, several theories attempt to shed light on these phenomena.
Another theory posits that USOs are linked to extraterrestrial intelligence. If advanced civilizations exist beyond Earth, it's conceivable they might explore not only the skies but also our oceans. Their apparent ability to transition seamlessly between air and water could reflect the adaptability of such advanced craft.
Some researchers offer natural explanations, including unidentified marine species or underwater geological phenomena. While plausible for some sightings, these explanations fall short of accounting for high-speed movements and abrupt directional changes.
Conclusion
The study of USOs challenges not only our understanding of the ocean but also our conception of astrobiology. If these objects are indeed connected to extraterrestrial intelligence, the search for alien life might extend not just into deep space — but also into the uncharted depths of our own planet. As we unravel the mystery of USOs, we may be edging closer to answering one of humanity’s most profound questions:
