This article () doesn't mention whether or not your soul can haunt China after you die, but it does state that you can't reincarnate in China without permission.

The penalty for reincarnating without permission . . . death!

seems like it mostly applies to Buddhist monks, so we're still good (assuming, of course, that you're not a Buddhist monk...)
